Ce poste est à pourvoir à la Division des opérations et de la mobilisation du Bureau de la coordination des affaires humanitaires. Le Bureau de la coordination des affaires humanitaires est l’organe du Secrétariat de l’ONU chargé de rassembler les acteurs humanitaires pour assurer une réponse cohérente aux situations d’urgence. OCHA veille également à ce qu’il existe un cadre dans lequel chaque acteur peut contribuer aux efforts globaux de réponse. Le Bureau de la coordination des affaires humanitaires a pour mission de mobiliser et de coordonner une action humanitaire efficace et fondée sur des principes en partenariat avec les acteurs nationaux et internationaux afin d’alléger les souffrances humaines en cas de catastrophe et de situation d’urgence; défendre les droits des personnes dans le besoin; promouvoir la préparation et la prévention et faciliter les solutions durables.
Cette offre d’emploi spécifique à un poste est publiée pour le poste de Chef du Bureau OCHA Burkina Faso à Ouagadougou, Burkina Faso. Sous la supervision générale du Directeur de la DAO, le titulaire relève du Directeur adjoint de la Division de l’Afrique de l’Ouest et du Centre.
Responsabilités
Dans les limites des pouvoirs qui lui sont délégués, sous la direction et la direction générales du Directeur de la Division des opérations et de la sensibilisation du Bureau de la coordination des affaires humanitaires, et à l’appui du coordonnateur résident et du Bureau du Chef du Bureau de l’ONU, le Chef du Bureau s’acquitte des fonctions ci-après et est responsable de celles-ci :
Politique humanitaire
¿ Servir de conseiller politique principal auprès du CR/HC des Nations Unies, de l’équipe de pays des Nations Unies (UNCT) et de l’équipe de pays humanitaire sur les principes et initiatives humanitaires ;
¿ Développer et maintenir des contacts avec la communauté internationale afin de sensibiliser et de plaider en faveur des questions humanitaires;
¿ Agir pour renforcer la coopération entre la communauté humanitaire sur les questions de politique générale d’intérêt interinstitutions et servir d’interlocuteur clé avec les partenaires gouvernementaux concernés;
• Conseiller, promouvoir et guider le Centre de coordination des Nations Unies, l’équipe de pays des Nations Unies et l’équipe humanitaire des comtés sur les initiatives humanitaires, y compris la coordination des groupes sectoriels, le financement humanitaire, etc.
Programmation et coordination humanitaires
- Fournir un appui stratégique au Bureau de la responsabilité et du Coordonnateur résident des Nations Unies dans la préparation, la mise en œuvre et le suivi du plan de travail de la communauté humanitaire, en sollicitant et en négociant des contributions avec les autorités compétentes, les agences des Nations Unies, les ONG, etc.;
- Consulter régulièrement le CR/HC, les chefs des agences et programmes des Nations Unies, les chefs de mission des ONG, le gouvernement et la communauté des donateurs sur tous les aspects appropriés de la mise en œuvre et de la prestation des activités humanitaires, afin de s’assurer que les structures de coordination aux niveaux local, provincial et national fonctionnent de manière cohérente et rentable.
- Soutenir la planification, le suivi et l’évaluation des programmes humanitaires, en facilitant l’intégration des leçons apprises, des directives politiques, etc. dans les activités d’intervention humanitaire.
- Promouvoir les meilleures pratiques en matière de planification, d’intervention et d’évaluation humanitaires;
- Faciliter les efforts de mobilisation des ressources interinstitutions, y compris la fourniture d’une assistance internationale spécialisée pour répondre aux situations d’urgence en cours ainsi qu’aux situations d’urgence nouvelles et / ou émergentes;
- Développer, renforcer et maintenir des mécanismes de coordination efficaces avec l’équipe humanitaire du comté et d’autres acteurs humanitaires clés ;
- Établir / gérer des systèmes de gestion de l’information pour cartographier efficacement les zones de besoins humanitaires et les activités d’intervention à l’appui des efforts de coordination;
- Favoriser et renforcer les liens entre le suivi sur le terrain, la gestion de l’information et les efforts de coordination;
- Assurer une assistance opportune et appropriée au CR/HC des Nations Unies et à l’équipe de pays humanitaire des Nations Unies en réponse aux catastrophes et aux situations d’urgence;
- Soutenir les efforts interinstitutions visant à renforcer les capacités nationales des Nations Unies à gérer les interventions en cas de catastrophe naturelle ;
- Fournir un appui technique et un leadership aux institutions gouvernementales et aux entités humanitaires locales afin de renforcer les capacités nationales de gestion des situations d’urgence et / ou des catastrophes;
- Promouvoir le dialogue, les alliances régionales, le partage des connaissances et des ressources, entre les acteurs humanitaires nationaux et, le cas échéant, régionaux dans la réduction des risques de catastrophe, la préparation et la réponse aux catastrophes / urgences.
- Promouvoir et diriger les processus de planification d’urgence;
- Développer des initiatives conjointes sur la gestion des catastrophes avec d’autres acteurs des Nations Unies et (le cas échéant) régionaux; y compris les mécanismes d’alerte rapide;
Sous la direction générale du Directeur de l’OAD et en partenariat avec d’autres branches du Bureau de la coordination des affaires humanitaires, s’employer à renforcer les réseaux et mécanismes régionaux pour une réponse rapide et efficace aux situations humanitaires émergentes.
Office Management / OCHA Representation
- Serve as the OCHA Head of Office in designated duty station, providing oversight of all programmatic/administrative tasks necessary for the efficient functioning of the OCHA office and any sub-offices, and being accountable for the use of resources and for the results obtained;
- Lead work planning and budgeting process, support resource mobilization and ensure sound financial management;
- Ensure regular and effective supervision of OCHA staff, particularly by leading, managing, developing, and training staff; foster teamwork and communication amongst staff; and strengthen linkages between the staff in field, regional and headquarters offices.
- Promote OCHA's mandate, objectives and tools in the designated area through contacts with the government, diplomatic missions, UN entities, non-governmental organizations and the media.
- Ensure the Office produces timely, high-quality outputs including comprehensive workplans, concise and factual situation reports, analytical papers, comprehensive and fact-based information products, etc.;
- Perform other duties as requested by the UN RC/HC and / or Director of OAD.
Competencies

Education
An advanced university degree (Master's degree or equivalent) in political science, social science, international studies, public administration or management, economics, engineering, earth sciences or a related field is required. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of fifteen (15) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required.
At least five (5) years of humanitarian experience at the international level in the field (actual setting where a mission and/or project is being implemented) in aid operations (complex emergency or natural disaster) is desirable.
Experience leading and coordinating humanitarian relief operations in complex emergency or natural disaster situation is desirable.
Management experience at senior level is desirable.
Experience in a humanitarian context within the UN Common System or other comparable international organization is desirable.
Experience in the West and Central Africa region is desirable.
Languages
French and English are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required. Knowledge of another UN official language is an advantage.
Assessment
The evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
This position is funded for a finite period of one year. Extension of the appointment is subject to extension of the mandate and/or availability of the funds. Staff members are subject to the authority of the Secretary-General and to assignment by him or her.
