Note: this post is opened in the context of the Junior Professional Officer (JPO) scheme sponsored by the Government of the Netherlands and is addressed exclusively to PEOPLE WITH THE DUTCH NATIONALITY.
Under the direct supervision of Head of Supply Chain unit, the JPO will have the following responsibilities:
Collect and analyse data through research and networking with colleagues to recommend actions to senior staff to improve performance of local logistics operations;
Contribute to consolidation and preparation of operational pipeline planning, and to the management of operational aspects of the supply chain (procurement, shipping, port operation), including checking document and customs clearance readiness, loading and discharging operations and contracting of applicable transport, warehouse and any relevant logistics services;
Collate data and contribute to preparation of accurate and timely reporting, including Key Performance Indicators (KPIs), supporting a WFP-wide view of logistics activities that enables informed decision-making and consistency of information presented to stakeholders;
Develop and implement logistics plans and processes for an efficient response to the emergency, ensuring compliance with wider logistics policies and WFP standards;
Support the management of ongoing logistics projects and operational activities following standard processes, for effective delivery of food assistance to beneficiaries;
Contribute to CO Logistics Capacity Assessment (LCA), to ensure WFP can quickly respond and deploy food and needed resources to affected areas at the onset of the crisis;
Identify and build productive relationships with logistics colleagues and staff within the area of assignment to support an integrated approach to food assistance;
Guide logistics staff under supervision, acting as a point of referral and supporting them with more complex analysis and queries;
Support the capacity building of WFP staff and partners for efficient and effective delivery of food assistance to beneficiaries (e.g. through the design and review of training materials);
Participate in the on-going review of internal processes and procedures and identify ways to increase the day-to-day efficiencies;
Perform any other supply chain task as required.
III Training component: Learning elements and expectations
The JPO will be fully be integrated in a team of Logistics and Supply Chain staff and involved in the day-to-day operations of the team under the supervision of the Head of Supply Chain. He/she will be offered possibilities to participate in professional trainings relevant to the JPO’s professional profile as agreed with the supervisor;
Using WFPs Learning Management System (LMS) will also provide the candidate with ample learning opportunities in various areas of WFP and supply chain;
Lastly, the supervisor and incumbent will together identify specialized training courses to attend during the assignment;
Upon arrival, the JPO will receive a comprehensive briefing and background documents, and will be introduced to the relevant working counterparts within and outside WFP.
The JPO position includes a Duty Travel and Training Allowance (DTTA) of $4000 per year which may be used for learning activities related to the assignment and career development.
At the end of the assignment, the JPO should have obtained:
Very good knowledge of preparation of accurate and timely reports, including KPIs, supporting a WFP-wide view of logistics activities that enables informed decision-making and consistency of information presented to stakeholders;
In depth knowledge and increased practical experience to address logistics issues arising within and outside the framework of humanitarian operations in the field;
Good skills on operational planning , written and oral communication;
Familiarity with WFP’s corporate tool and application (WINGS, ITS , LESS, D-BASE)
Good general understanding of WFP’s overall operations and activities in the region of assignment.
IV Supervision

V Required Qualifications and Experience
Education:
Advanced university degree (Master degree or equivalent) in Supply Chain Management, Public Administrations, Business Management, Social Sciences or other related studies.
Essential Qualifications
Minimum of two years to maximum of four years of relevant working experience in the field of Supply Chain management, either in the private sector or development/humanitarian sector.
Working experience within the UN system should not exceed 50% of the relevant working experience including UNV, (paid)UN internship and UN consultancy.
All paid work experience since obtaining Bachelor’s degree will be considered if relevant for the post
Proficiency in Windows MS Office (Word, Excel, Powerpoint, Outlook);
Desirable Requirements
To perform the wide range of tasks and excel in this position, the ideal candidate would also possess:
Exposure to the international arena either by direct work for an international institution/organization; or, if working for a national entity, by way of interacting with international stakeholders;
WFP’s international professionals are required to serve in different locations around the world during the course of their career (including in hardship duty stations); willingness to be mobile would maximise opportunities for long-term retention into the Organization.
Languages:
Fluency (level C) in English and French.
Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, Russian, Spanish, and/or Portuguese is desirable requirement.
Key competencies
Strong analytical, written, and oral communication skills, including the ability to write in an engaging and informative manner, and conceptualize and clearly synthesize information.
Excellent interpersonal skills.

Burkina Faso is a landlocked and low-income country located in West Africa, with a population of
about 20.4 million.
Since 2018, the security situation in Burkina Faso has deteriorated due to the growing active presence of non-state armed groups. This has led to increased forced displacement, which in turn has exacerbated food and nutritional insecurity across the country. In 2019, Burkina Faso was one of the fastest-growing displacement crises in the world. A total of 3.3 million people is estimated to be facing acute food insecurity, with the COVID-19 pandemic contributing to a sharp spike in numbers. Two provinces in the Sahel region – Oudalan and Soum – have been driven into the Emergency phase of food insecurity. Some 3 percent of people in these northern areas are said to be experiencing catastrophic levels of acute food insecurity.
WFP continues its strong commitment to support the Government of Burkina Faso to address issues
related to food security. This is done through a range of programme activities which includes direct
implementation and delivery of food assistance as well as capacity strengthening of government
authorities and programmes.
A key component to WFPs ability to deliver its programme in Burkina Faso is a strong and agile
supply chain unit. The Burkina Faso CO hosts one of WFP’s largest supply chain operations in West
Africa, managing the movement of over 90,000 metric tons of food per year to 600 distribution points in addition to the in-kind food, WFP Burkina Faso delivered more than US$ 24 million as food
assistance through Cash Based Transfers (CBT) in 2020. The Supply hain unit plays a key role in delivering CBT in terms of engaging and contracting financial service providers and handling electronic voucher modalities through around 25 retailers.
